Yes.

If you build it first as a pistol, its a pistol. But,it can be a rifle at a later date, if you so choose. You can go back and forth, as long as the stock isnt on the lower when you put the pistol upper on it.

If you build it first as a rifle, its a rifle. But, its "always" a rifle at that point, no going back.
