Rules or things to avoid when buying silver?

First (and most paranoid) question is would govt ever come to confiscate private citizen's PM's?
I'm discovering there are rules to buying silver! You can't buy over 10k without being reported.
Also in order to get the cash discount price you have to pay in money order. You can't buy more than 3k in m.o. without being reported.
So that being said, what's the best strategy? Switch dealers?

Btw I'm not trying to do anything illegal.
