Gerber knife just won't sharpen

I own many knives as most of you do, I keep them all sharp with a "lansky kit" which has multiple stones ranging from very course to very fine.

So, I have two Gerber knives that are exactly the same. Both are the "paraframe" model. One does say China on the blade, the other does not. The China one was given to me.

The one that says "china" I absolutely can not make it sharp to my standards. What causes this with some blades? It's a good utility blade but terrible for any fine cutting, or for something that requires a razor sharp edge to cut.
