Part of the issue is 'What causes the outage for 10 days'.

With communications limited I feel that the GOVERNMENT -- NATIONAL version can only stop air and train traffic.

If the cause of the 'problem' is disease based -- pandemic -- I feel that local governments and people will close down roads, etc.

I do not think the highways will be shut down. First -- baring really serious things everyone will want the trucks moving goods. So that will be on-highway traffic, and on and off ramp traffic. And truckers have always been easy about carrying riders and there are very few highways/interstates where you can't gain foot traffic.

I do think that access will be limited -- but I know places I could drive on to the interstate. And there are way too many places to cross state lines.

I do suspect -- in a pandemic situation -- they will try to corral as many 'travelers' as possible along the interstates and at state borders, just because they think they have to do something. That will last only as long as they can feed folks.

THE MAIN CONTROL factor will be access to GASOLINE.

I could see national guard control of say the major truck stops [and their gas pumps].

They will figure anyone flying down the interstate has an official source of gas.

Most people won't and will be stuck at home because they know they don't have enough gas to get to where they want to go.

BUT -- most people will try to go somewhere well before the 10 days point. If they got to where they wanted before running out of gas, good. If not, another problem for wherever they ran out of gas.
