Dropping off the Radar

The ability the Gvt has to know everything about me is starting to worry me. Right now about the only option we have for internet is hot spots on our cell phones. The fact that cell phones can track my every movement is starting to make me uncomfortable.

Do non contract phones like Trak Phones have this capability??? Are there "dumb" phones that have hotspot capabilities.

I understand that a law has been passed that allows the gvt to "take" supplies from people in an emergency. I don't see any reason to make it easy for them to do that if I can avoid it.
