If people are stealing and selling copper how "...should (it) be free."
It is definately a valuable commodity. Many sellers of gold and silver sell copper bars.
Lead is also worth something and if nothing else use it to cast bullets. Be careful how you stack lead on your concrete slab, a number of people have cracked their slabs due to stacked lead.
