The article said there had not been a fire for 60 years. Aggressive fire prevention means that eventually, under the worst conditions possible, efforts to fight the fires will fail and then a crazy super fire will result.
Controlled burns every once in a while on low wind days might be a better policy, but with all the concern over global warming and such, probably is not practiced.
People can also argue that executing a controlled burn is dangerous. But it is less dangerous when firefighters are staged and watching it, in favorable weather conditions, than when it takes off like crazy in high wind drought conditions.
So you end up with these end of the world type fires when a severe drought coincides with an ignition source.
