Address your neighbors with both kindness, and concern. Their dog killed your animal. Steps need to be taken. Have a rational discussion with them, and propose some solutions. Perhaps they need better fencing, offer to even HELP BUILD something like a chain link dog fence/run.
Explain that this measure is in their best interest and for their dogs' best interest. Show them some news paper clippings of pit bulls that escape, maul, and the owners charged.
If they refuse, you can consider building a better fence on your side? Sink chain like fencing 2' beneath the ground line to deter digging under, then reinforce a chain and wire fence to safeguard your property. It may cost you some money up front, but peace of mind later.
As they say, good fences make good neighbors.
I will tell you that if you kill their dog, you are inviting a neighborhood war and you have no idea how irrational or violent they might turn out to be. You do not want a neighborhood "Hatfield and McCoy" style fued. Look up horror stories on the internet; you can imagine a lot.
Worst case in a feud, expensive ongoing vandalism (broken big picture windows, damaged cars, etc.) that gets really expensive, arson, dead pets, murder... who knows.
The last measure, or resort, is letting the police deal with it. I hate to say that because we know the dog will be put down, and YOU will be blamed. But if you let the police deal with it, then there's a record and intermediary. But that's a LAST resort.
