S&B HV HP .22 LR junk?

I recently bought some Sellier & Bellot .22 HV HP and when I started running it through the 10/22 it was jamming almost every round. When loading up the mag, I noticed the cases were sticky and I could scratch a layer of some sort of waxy material off the bullet itself. I know there is such a thing as waxed ammo that supposedly helps coat the barrel and improve accuracy, but I can't seem to find any information that definitively states the HV HP ammo is "waxed."

Can anyone give me some info as to whether this is or isn't wax, and is it possible to remove it with some light heat or some sort of solution, or should I just sell it to someone with a bolt action or a revolver?
