You change shoulders and go about your business. The mag holder does not get in the way. On top of that, the purpose as already stated is not to carry the mag there 100% of the time, but rather only when forced to download to condition Green. Meaning you have to have your weapon and ammo but not loaded and you are not required to wear your kit. It is simply meant as a way to transport a minimal amount of ammo if needed while in an Admin area.

When fully kitted up most usually pull the mag out of that pouch and load it into the weapon. Then the pouch is empty and not cumbersome. Some "Joes" may leave it with a mag inside as a way to carry additional rounds but it is really not in the way.
