New buildings in earthquake zones (bigger ones), are being built with shock dampners so the building generally stays in place. A lot more expensive to build though.

Weatherproof, it also depends. Skyscrapers have long been built to be pretty weatherproof, if you take into consideration howmuch wind those catch. If you mean fully "weatherproof" then you basically need to make a bunker, above ground if you're in an area with very low altitude or with an exit high above the possible waterline in case of floods etc.
