Id be willing to bet, its because of the restrictive laws/rules they have in place and PSA's way of making a statement.

I know one shop here that sells a lot on Gun Broker, and wont ship there, or CA. Big, bold statement in the listing stating such too, yet people from those states still bid on the items. Maybe its a literacy issue?

Im sure PSA isnt the only one of the "bigger" companies that does the same thing.
