Would pandemic effecting one side result in nuclear war by the other

Just a thought,

say Ebola were not to get under control (or any biological disease that causes 30%-50% death of say NATO or Russia/China, would you think that this would result in nuclear war - for instance to balance out the losses. Say the US becomes infected with uncontrollable ebola or some other disease, would the US just go ahead and nuke China and Russia if they knew they would be decimated and thrown into a catastrophic rate?

I am guessing it would never happen but just a thought, if NATO was going to be whipped out due to plague but say Russia/China develop a cure or opt to just kill anyone infected to stem the disease, would this result in catastrophic warfare?
