Gun grabbers accidentally admit the truth?

This is a letter from OC DA Tony Rackaukus asking Jerry Brown not to sign a new bill that lowers the standard for criminals in cases where they use a gun. Although I agree with Mr. Rackaukus on the absurdity of the new bill I couldn't help but realize he (a RINO?) let's it slip they are systematically trying to inhibit legal gun owners. I underlined the sentence in red.

Just curious what the rest of you think.
