Building a House--Walk-Out Basement Vs Full Basement

I'm planning on building a small, 1 BR 1 BA, handicapped/old person-friendly house with an attached double or triple garage (depends on lot and $$$) so I don't have to pay someone to do expensive modifications later when I can't do a lot of stuff anymore.

A slab is somewhat attractive from the budget angle, but not so much from the tornado angle. And the idea of the added storage space and recreation/hobby space of a basement, as well as utility advantages, is very attractive.

So, what are the advantages and disadvantages of a full vs walk-out basement?
