Can anything tow an 80,000,000 ton object?

Those whacky Emerites plan to reduce their drought by towing icebergs.

The artical says an average 'berg had 5 billion gallons of water in it. doing some math I think that comes to 80 million tons. Ok my physics seems to say you only have to tow the part that's above the water but still and what happens when they want the berg to go left but the berg and the wind and the ocean really think it ought to go right ....

In the end it sounds horribly expensive
