Strong work pants (water resistant) suggestions

My son has spent a lot of money this past winter buying water proof/resistant work pants that rip and tear within a couple of wearings and are garbage.
He works for an Excavation/Demolition company on the drainage crew and is pretty rough on his clothes.

I've looked online for work pants but mostly pants pop up for hiking when you put in the word "water resistant".

I'm hoping someone here can give me good suggestions on very strong winter work pants that will last more than a week and a half without ripping and keep him fairly dry.

Also, in regards to disaster preparedness, it would probably be a good idea to keep a few pair of these types of pants around for every member of the family.
