That's true, if they get there early enough. If they get there late, there will be nothing left. But the point of the article is that there are often alternatives, and if things are too expensive, people will choose the lesser alternative.

The author made this argument about, say, motel rooms: if rooms are normal cost, they might book two rooms. More expensive, they'll make do with one room--leaving another room for someone else.

Yeah, things are higher, and it's tough for some to afford them, but it's the only way I know to ensure items will be there for those who truly need them.

Another example: batteries. Triple the price and people will likely buy only what they need. Normal amount, they'll tend to stock up beyond what they need--leaving nothing for you.
