The author made this argument about, say, motel rooms: if rooms are normal cost, they might book two rooms. More expensive, they'll make do with one room--leaving another room for someone else.
Yeah, things are higher, and it's tough for some to afford them, but it's the only way I know to ensure items will be there for those who truly need them.

Another example: batteries. Triple the price and people will likely buy only what they need. Normal amount, they'll tend to stock up beyond what they need--leaving nothing for you.
