Axes and Metal vs Other Types of Roofing

All this horrible flooding and people retreating to the attic with an axe, or keeping an axe in the attic, got me thinking...

There are many recommendations to have a metal roof instead of a shingle roof for water collection, but...

If you have to take refuge in your attic and then the flood waters rise, will an axe be able to go through a good quality metal roof?

What about solar panels (on either type of roof)?
