Thank You and Soil Question

Lets go on the assumption that the soil is "ok" and not contaminated.

Im not super familiar with your zone/region so take what I say with a grain of salt.

There is no reason to remove the soil. Thats just a waste. Your best option (IMO) would be to remove any "large" weedy chunks. Heavy grasses, that type of weed. But dont worry to much to get every one. Cause it aint happening.

Then, dump in as much compost, composted manure, leaf mulch, etc. that you can.

Then, and this is probably the most important part. Mulch. Mulch the bejezus out of it. Wood chips, natural wood mulch, cardboard, newspaper, old leaves that are still laying in your yard etc.

When it comes time to plant, just scoot the mulch out of the way, install your transplants, then put the mulch right back. Easy peasy.
