It's the second part of the article above. It looks like they will do away with the stupid 25 meter "Alt C" course. We did actually use it for really restrictive circumstances, but it was more of a paper drill than actually marksmanship qualification. Looks like the new qualification standards will add some more dynamic aspects to the 40 rounds/40 targets, 50-300 meter qualification range:

Hopefully they can marry the two and put more dynamic drills in the standard qualification. While marksmanship is the foundation, application in a dynamic scenario typically drops off considerably; add in movements to cover, magazine changes, different shooting positions...and marksmanship often goes out the window when the stressors of time are included. I will be looking forward to seeing how this progresses. Keep in mind, you're talking a large force and competing range space. Fundamentals and drills should continue at the smaller unit (and special unit) levels, but for the mass Army population, it's not an easy task to run hundreds of Soldiers through a dynamic qualification range.
I've always felt dry-fire drills were lacking (movements, magazine changes, etc.), and not enough practice live-fire drills were included prior to qualification. Granted, not all in the Army are full-time trigger pullers, but that mentality needs to go and the Army needs to adopt the Marine Corps mentality of "rifleman first" prior to their MOS skill.
