What I came to understand was that: The only people that really know the answer to that question are keeping that information locked away as a matter of national security.
I also learned that wire mesh cage is not likely to protect electronics from a strong EMP or maybe even any EMP because mesh has holes and the wave length of the energy pulse might be small enough to pass through the mesh size.
My own experiments with popcorn tins proved that radio waves in traditional bandwidths don't penetrate popcorn tins where the lid has a good electrical contact between the lid and the can. EMP is probably on a different wavelength than radio waves and the strength of the signal is definitely much stronger. EMP might get into the can through crevices between the lid and the can. I'm sure some of the radiowaves are able to get past the lid of the tin.
IMO the best method you can do with a popcorn tin is to create an air gap between your electronics and the inside wall of the can using some flexible sheet foam. Then ad a liner of window screen as a secondary capacitor to help spread the remaining charge out so it has less potential for damaging the electronics. Then put your electronics into plastic bags to give them some additional electrical insulation just in case the energy jumps the gap into the container and onto the aluminum window screen.
Hopefully the EMP will charge up the outside of the can and find a way to ground without snaking it's way past the lid seal and jumping the gap to the screen liner or the electronics in plastic bags inside the screen liner.
EMP seems to heat wiring and circuits until the weakest link in the circuit melts or burns so if the EMP was strong enough and jumped the gap to the screen, I would expect the window screen in the popcorn tin to glow red hot and melt through the plastic bags surrounding the electronics.
The farther away from the EMP you are, the less damage it can do so I speculate that a popcorn tin could actually protect electronics from EMP if done well and you're just far enough away. You never know though, weapons experts may have found ways to defeat any protections we can concoct at home or maybe even the best tech available.
I think it's a good idea to not be vitally dependent on electronics for your survival.
