Help with NJ legality?

Hi I was wondering if anyone might be able to answer a question for me... About six months ago I built an AR-15, and having now built one I have a buddy who asked me to help him with a built, but he wants to do and AR15 pistol but a standard size stock to it using either the 7.5 inch or 10 inch barrel. Before I agree to help him with his build I wanted to double-check something because I am having trouble finding a definitive answer regarding if this is legal. All that I could readily find was that rifle has to have a 16 and a half inch barrel or 26 inch overall length or greater. Obviously this would not have the 16 and a half inch barrel but the estimated overall length is close to 30 inches; as long as that is the case it should still fall within the length requirements for the state, no? Even though I won't be in possession of the firearm I want to make sure that if I have any part in making it it is going to still fall within the legal requirements, just to cover my own butt! Thanks in advance for your assistance!

The part I'm talking in specific states "Civilians are prohibited from possessing silencers, shotguns with an overall length less than 26 inches or a barrel less than 18 inches, and rifles with an overall length less than 26 inches or a barrel less than 16 inches in length." from http://ift.tt/29sxkvC
