What happens to housing rent after SHTF?

Pre-SHTF I have a friend who rented out their apartment in Europe, the tenants stopped paying rent and it turns out there was nothing they could do to kick them out, they lived for 2 years rent-free in their house, the only reason why the tenants eventually moved was because they by themselves disapeared one day (probably because the apartment had turned so filthy and broken it was hard to live in)

EVEN after the apartment was empty, my owner friend was no allowed to enter the apartment, they had to go through lots of paperwork to prove that the tenants abandoned it.

This got me thinking, if it's this bad pre-SHTF, how bad does it get during various degrees of SHTF?
For example during Ukraine, Venezuela etc crisis does anyone know how it was affected?

For all you Texans out there you're probably saying "Well I'd kick in the door and throw their asses out on the street with my foot in their ass!" but let's face it that's not the majority of home owners. For example my New Zealand home is owned by an old gun-hating ultra-liberal man who has something like 30 properties and is taken care of by an all-female property management firm (who are ridiculously incompetent, but all the dirty-old male property-owners seems to love the idea of a firm that has a strict rule to discriminate men).

If under complete hollywood-style SHTF: Good luck evicting someone, would come down to who has the most strenght.

Under greyzone SHTF: Even if the law is not enforced (perhaps temporary on freeze) you would still have to technically pay by law, but THEY would also have to follow the law eviction process (which would probably be impossible during crisis. Even right now in pre-shtf Sweden many law processes are put on indefinite freeze while they try to sort out the refugee crisis).

I'm not just asking because I'm a tenant, I'm considering buying and renting out a house myself but thinking to myself that once a crisis happens that house might not be "mine" any more. (In NZ you get tax incentives if you renting out so many home owners live in rental places themselves)
