Question about Ted Williams (Winchester) Vari-Choke

I bought a used shotgun with an adjustable choke. I think the choke is a Vari-Choke, similar to the more common Poly Choke. I can't find much information online about this choke and it seems to operate oddly. I made a video showing why I'm confused. If anyone has any info on how this thing works, I would appreciate any info you have.
