Another Cuomo escapade/ no bail for (accused) felons

Why does he think judges are so bad doing thier job (fixing bail amounts)??
If your child was strangulated to the point of passing out, would you want a judge to say "you have a no-bail offense here, you are free to go-just show up in court later!" (strangulation 2nd degree). Cuomo cherry picked the 'possible offenses' ( Felony and misdemeanor) to 'possibly' allow this to happen, saying poor people should not have to wait in jail after being arrested...read the article please.... I think he is out of line with this , or crazy.
