Justice delayed for HRC- Will waiting matter?

I've been reading several posts on the web asking the question: Can Pres Obama pardon HRC and her crew from prosecution that has not yet been started- or won't be before Trump assumes the helm?

If he says she is pardoned for crimes she has not yet been indicted for doesn't the pardon have to spell out each item? Which would leave the door open for unnamed acts. And wouldn't that mean she and her co-conspirators would have to name and plead to all crimes for which they are receiving the pardon?

How about if the justice department runs the clock out- I know it's unlikely as she has co-conspirators in the DOJ, [Loretta Lynch] but can't congress force the AG to recuse, or a congressional committee put the investigation in the hands of a third neutral party that will only hand down indictments after Trump is official to assure a fair investigation. I say fair, because I don't believe the FBI have the time to conduct a thorough investigation before inauguration day.

If they were forced to move with all due haste, the investigation would certainly have the air of corruption to it just from a historical point- when have the feds ever moved that quickly?
