What will happen to prisons during SHTF?

If we got hit with quite a few nukes or perhaps a large meteor...something that would wipe out organized transportation and government, what would happen to the thousands of felons in each state? Would the guards let them out or ???

1) If they let them out, it is going to likely be a problem for the local population.

2) If they don't let them out, what do they do, just execute them?

Is there any kind of policy or plan in place for this situation?
