I would note that this verse points out not only those who engage in homosexual acts, but those who would claim such a predilection. This contrasts with, for instance, drunkards vs alcoholics and represents the only sin on that list which is specifically called out thusly in both an active and passive sense. Which would make sense, since God basically nuked Sodom and Gomorrah for this sin, documenting his specific hatred of this.
