No bail in California

It makes some sense. If you're poor $100,000 bail is the same as no bail. So just set it at no bail so rich and poor dangerous people are treated the same.

If you aren't dangerous or a flight risk, then there's no reason for bail.

How much are ankle bracelets? Just charge everyone rent for one in lieu of bail or leave them in jail if it's a serious crime.
