Puerto Rico - Maria death toll recount

Please explain to me how this works.

Using similar counting methods, what is the new death toll for the Joplin tornado? When I think of a death toll from a storm, I think of the storm killing the person. I wonder if anyone falling off a roof while doing repairs is counted as a storm death.
