Electrical Question ?

If the heat pump is 220V, it does not use the neutral wire. Current flowing into the heat pump on one hot wire flows out on the other hot wire. If you are measuring current through one hot as 1.7A, your heat pump is drawing 1.7A. V x A = W. 220V x 1.7A =374W. I agree, this something's not right.

Is it possible the heat pump wasn't on when you did your load test? Maybe a fan was running but not the compressor.

It's common for fans and control circuits to run on 120V and use the neutral and one hot while the compressor runs at 220V.

I don't know why you need this information but remember that startup current on an electric motor can be 3 or 4x the running current.

I would search for the data plate. It might call Amps (A) running amps RA also called full load amps FLA. It will likely also list locked rotor amps LRA. You want A, RA or FLA,
