How do you prioritize?

We seem to be working from sun up to sun down most days (having a breakfast break right now) , and still can't get everything done on our farm we want to get done. I know there are farmers and homesteaders out there that do this by themselves ( one person), are older with health issues, or have other jobs besides farming, yet they still manage to do it. We do this full time, no other jobs, and have 3 healthy adults .
How in the world do you prioritize and figure out what to do next ? What can you do to have more time and get more done? Are we just doing everything wrong?
All we have is a few goats and sheep to take care of, well, and a horse and some dogs, but still. I can't even get my plants started. The fence never seems to get finished. We want to add a dairy goat this week, and we haven't finished the milking stand, nor figured out which set of animals to put the poor hornless dairy goat with so she doesn't get killed by our other goats. I found another billy I want to buy. I need to figure out where and how to store the extra milk from the new goat. I am wondering if we shouldn't buy the new goat, but we have no milk animal, and you can't really be self sufficient without one. We use a lot of dairy products. We need to order chickens and clean the chicken coop. Need eggs. I can't figure out what to do next and what is higher up on the list of things that need to get done.

And then the stupid weather. One day it is snowing, the next it's 70 degrees. The fruit trees have flowers on them, and now they are all going to freeze. The poor horse is shedding it's winter coat, just in time for more snow. Yuck.
