TARP and Acorn

Maybe this belongs someplace else, but thought I would plus it here for general discussion.

Back in 2008 there was TARP, Troubled Asset Relief Program. Some 700 billion dollars was set aside for this program. Out of the 700 billion, 7 billion was set aside for Acorn, thus the scandal. Acorn quickly disappeared, vanished, with the 7 billion.

Today we are seeing many riots, protest, "Astro turn", grassroots groups paid to protest, etc. Is it possible that what we are seeing is the re-emergence of those 7 billion dollars to fund all these paid for programs?
