IRS Holding My Refund!

I sent my 1040 via mail to the IRS in early February. I always file early just to get it out of the way. Anyway, by early April, I still hadn't received my refund. I went to the IRS website to check on the status but the system was down and I got an "error" message.

So I figured that the envelope had gotten lost in the mail. I filled out another form and re-sent it via snail-mail. Still nothing.

I've checked their website several times and continue getting a message that my refund is "in process." Has anyone else experienced this problem and/or does anyone know what steps I can take to get my measly $1035.00?
