I would decide the area I wanted to be, and verify that I could generate an adequate income.

I would buy ~40 acres bare or forested land, away from a town, up above 5,000 feet elevation, with southern exposure. Around here, about $15,000 - $20,000.

Draw out your property plan, with current and future project spaces lined out.

Build that prepper friendly property as laid out on the plan, with the necessities first, and then just keep adding as finances allow.
