.22 High capacity mags dont work. Why?

Dunno what to tell you. I have 3 10/22s myself, and the Ruger BX25s work near perfectly in all three with most any ammo.

I also got the BC steel lips to perform pretty much 100 % in them also, before Ruger put out the BX (wash them out inside and spray internally with silicone lube).

Only thing I've done to all three rifles from stock is change to Volquartsen extractor as a matter of course.
