best pistol for 9x18 ultra conversion?

im wanting a straight blowback 380 or 9x18 makarov pistol as a basis for a 9x18 ultra conversion.. so in your opinion whats the most reliable, most durable, most utilitarian pistol in this category that would be the best basis for such a conversion?

the makarov PM (bulgarian made) and the CZ82 are the frontrunners
