Buying Guns Online; Couple Questions

Hope everyone is doing well.

Ok here is the deal.

My young cousin (24 years old) is a smart kid. Works yards. Doesn't make a lot of money. He has two guns he wants to buy. They are not sold anywhere around us, so he will have to get them online, if at all. Like I said earlier, he does not make a lot of money. With that being the case, he has been saving for two years to be able to fund the purchase of these two firearms. He did it the right way. He has no debt, all bills paid, etc etc. This is his big first purchase, outside of his Glock, and they are nice weapons he wants. I have taught him to buy the best you can, because in the long run it pays off, buy once cry once, know what I mean? He does not have a bank account. He pays all his bills via money orders and prepaid Visa cards if he must use a card. He just doesn't have enough money left over after each pay check to make having an account worthwhile. He has a safety deposit box he keeps his savings in. He is a peculiar kid, and just doesn't want the hassle of a bank account and the risk of over drafting and the effect it would have on his credit score. In my opinion I think that is smart.

Here are my questions:

Since he does not have a credit/debit card, only a prepaid Visa card, will he be able to use the prepaid Visa card to purchase a weapon online? Is there some law that states he has to have a card with a bank account?

Once at the FFL he will be able to pay cash, plus he has his Concealed Carry Permit, so there should be no problems there. I'm just worried that there will be some hiccup because he doesn't have a debit/credit card backed by a banking account.

He is so excited. Saving for two years is quite an accomplishment for a 24 year old in my opinion. He works hard. Doesn't waste his money. Lives a good life with honor. Can't get a girlfriend to save his life, but heck I'm the same way so no worries there. Ha!

Once he gets the weapons I'm going to take him shooting and surprise him with a couple thousand rounds of general/target ammo and a couple hundred good personal defense rounds for his preps.

So, is there any problem He needs to be aware of?
