Non-Ham long distance messaging system

First off I want to state I am a licensed ham operator with a general ticket.

I have been looking for the holy grail of communication for years, to date I have not found it and now am thinking I (and any volunteers) will have to create it.

The Problem:
I have family scattered up to 1000 miles from me and none of these family members will ever become licensed hams. In a SHTF event, they would have no means of long distance communication with me or anyone else. I am sure many of you here have similar situations.

My solution:
Create a very simple low power dedicated frequency transceiver that you can connect a cell phone to (via audio cable) along with a very simple messaging app on the phone that anyone could use. These simple transceivers would communicate by beaconing the message every few minutes which would be picked up by one of a few HF Hub Stations acting as listening / store and forward BBS servers.

When the users small transceiver is not transmitting it would be listening for a response from the HF Station.

The above is a very simplified overview of a system that could be created. This would be much like the existing BBS networks with storing and forwarding. The twist is the beacons from the users and the super low power dedicated transceiver that will couple to a cell phone.

The concept would be an affordable simple low power communication system that is easily for even a child to use in an emergency situation.
