44 year old veteran with PTSD choked to death during arrest

Armando Frank, a 44 year old veteran with PTSD and other mental disorders was choked to death during an arrest for an outstanding warrant.
Mr. Frank was known to law enforcement and had been sent to the va hospital for treatment by a judge previously. He was sitting on his tractor in a Walmart parking lot, which evidently he was known to do.
When approached and told he was under arrest for a warrant he demanded to see the warrant first and refused to get off his tractor.

The arresting cops deployed their taser and chokehold as they removed him from his tractor, resulting in the death of Mr. Frank.
They say he was wanted for a felony warrant for trespassing, stemming from a dispute with a neighbor.

It seems to me there is a better way to take Mr. Frank into custody, I don't see the need for him to have been removed from his tractor RIGHT ****ING NOW, and some means of de-escalating the situation could have been used.
This happens all the time but there's something particularly tragic about a disabled veteran having the life choked out of him for not responding in a way cops expect, when the disability was caused by his self sacrifice in the name of his country.
