Insurrection Act.

If the POTUS feels any uprising is depriving any Americans their constitutional rights, he can invoke Article 10, US Code 253, Section 1.

This has always been an option.

In any situation covered by clause (1), the state shall be considered to have denied the equal protection of the laws secured by the constitution.

Honestly don't know why he hasn't done it already. CHAZ/CHOP and the Seattle Mayor's unwillingness to do anything was a clear violation of the consitutional rights of the Seattle residents who had to live and/or had businesses in the occupied zone....
