If the POTUS feels any uprising is depriving any Americans their constitutional rights, he can invoke Article 10, US Code 253, Section 1.
This has always been an option.

Honestly don't know why he hasn't done it already. CHAZ/CHOP and the Seattle Mayor's unwillingness to do anything was a clear violation of the consitutional rights of the Seattle residents who had to live and/or had businesses in the occupied zone....
Does Trump have any other options to deal with Portland?
