generally speaking the bureaucrats who determine which weapons and ammunition a military will use are the least educated in firearms and ballistics.. when you say "this country" is switching to "that weapon" or "that caliber" what it really boils down to is some politicians being subsidized by a particular arms manufacturer to make the switch
that said, it sounds like the indian militarys biggest issue with their current weapons is their reliability.. since the INSAS is primarily AKM based, id say it probably has to do more with ****ty manufacturing than with the design of the weapon itself
