There have been "border blaster stations" that operated on the AM dial from Mexico, with extremely high powered signals, meaning well beyond what stations can be licensed to operate at by the FCC.

One famous border blaster station that many here probably remember was XERF, the radio station Wolfman Jack was on. He could be heard across most of the U.S. from Mexico.
