China's surveillance system big cities vs rural differences?

Do they have the same differences we do of big city spying vs rural areas or small towns? How much difference is there? Is it like night and day? What is China's wilderness like west of the coast going inland and towards the mountains of the west and northwest?

I turned on terrain. China is pretty darn big!!! I can't imagine they have enough resources everywhere at once!! Just how deep is it and is it only selected areas that get the 'best' coverage like how outside of Chicago you suddenly go into backwards territory the further you go? Where as in Chicago it's not far from Watch Dog's category though I'm not sure if it was like that when the game came out. (Never played the game but saw footage) and it seems the less politically correct out of the others. Too bad it's not for PC? I wouldn't buy a console just for that!
