Forum Category for Secure Communications

I wonder if a discussion forum dedicated to the options and operation of secure electronic communications might be needed. I am marginally knowledgeable about VPN's and PGN's, and Tor, but there's a lot of things out there about not only secure and decrypted email, but also about ways to circumvent possible government censorship of the internet.

I would think that if we were able to pool our information regarding these things that would be really helpful in understanding a rather complicated concern.
