In a lot of free states, long arms can be transferred between 2 private citizens with cash and a handshake.
Most private citizens want to see at least a drivers license. Some will do a written bill of sale for record keeping with names and addresses.
Personally,in addition to the Bill of sale, I want to see a LTCF, CCP or what ever you want to call it, to ensure the buyer is not a prohibited person, and the terms of the sale specify this up front.
But even fewer private citizen sales insist on a FFL transfer for long arms and this is usually paid by the seller as this is HIS requirement not the requirement of the law.
Any handguns in PA Must be transferred at an FFL
