Navy Medical Center Lab Report Alert Decoding

I am doing research on my military medical records. I am hoping to find someone who understands what this alert, notification, on the header of my NMC San Diego Lab Report means.

I think I know what it means based on other information I have. But if you were a lab tech(HM?) at a Navy Medical Center seeing this on a Sailors lab report printout what would you think? Is this a normal header printout on a healthy sailor ready for deployment?

I did a little investigation and there is a system called, CHCS, Composite Health Care System, that runs all these printouts for the DOD in this era 1990s and even today I believe.

There is some kind of manual for CHCS that would have definitions for understanding every entry on a lab report, but I have yet to find the one that would describe Unit No Longer Eligible. I was still serving under obligated service.
