Superior self defence - high pressure pepper spray

So i came up with the idea of a very effective self defence tool, it would be like a fog pepper spray but with very high pressure. In that way the fog won't come back at you even if it's windy, while you keep the benefits of the fog spray, with it's accurateness and easiness of hitting the target you aim for.

The high pressure would also make a first reaction like a hit, and make the target step back.

That nozzle seem pretty great for this kind of spray. That spray in the clip got over 1000 bar so that's not realistic i guess, but it gives a indication of what kind of weapon im looking for.

That nozzle and power for a pepperspray, would be a better weapon than a gun at a short distance and could take out many people very fast.

So it wont be just a non/less lethal option, but even a better option i believe.

So, how should this weapon be done? What kind of tools will i need for this project?

It have to be pretty compact, like a ordinary pepperspray or handgun, so no spudguns sizes..
