Choosing a BOL with water and food resources in terms of population

I live in Santa Rosa, California, and the closest body of fresh water, Lake Sonoma, is about 30 miles away. It has plenty of tree coverage to lay low and pick off small game for food. My question is, in the case of civil unrest, will my BOL become quickly populated with people in search of water? In other words, what will the average person do after a political, economic, or international event? Should I pick a more obscure BOL or am I overthinking this?
